Windows 10: Dymo LabelWriter 4XL - Can't Install Printer Driver

I recently purchased a base model Lenovo laptop from Costco. I'm trying to download the printer driver for the Dymo LabelWriter 4XL printer, but they system keeps prompting me that it's not a Microsoft related app and I need to change the app download settings. I see the file is located in the download folder, but I can't get it to run /open. I've tried a few things in the security / accessibility sections, but can't get anything to work. Any help would be greatly appreciated! Thank you

Connecting Dymo labelwriter 4XL

Running windows 10,Having issues with labels being sent to Dymo labelwriter 4Xl,it had been working fine,then suddenly developed error warning when connecting USB cable to PC,Removed and reinstalled drivers {several times} to no avail,Now does not make
USB connection sound when plugging in USB,It shows up as a printer in control panel. When I try to print label from ebay,label does not show in Que,U can print to my regular HP printer with no issues.Everything was fine up until about 3 days ago.I have tried
making it default printer.

Open the Settings App (gear icon on your Start Menu)

Go to System - About

What edition of Windows is reported there, is that Home, Pro, or is Windows in S Mode?

If Windows 10 is on S Mode, please let me know, you need to switch out of S Mode to be able to install the Dymo drivers and software

If Windows 10 is not in S Mode, in the Settings App, go to Home - Apps

At the top, is there a drop-down box for allowing apps form everywhere - not just the Microsoft Store, if so, set that to 'Everywhere', then try installing the Dymo software, on the page below, click Support to get the drivers . . .
