Windows 10: Eastern Daylight saving time to EST forwarding date modified by 1 hour *help*

Hello, I have a question about DST timestamps especially concerning date modified. I live in EDT timezome Eastern US & Canada daylight saving time. We move to EST eastern standard time in the beginning of novemberI also have the following settings enabled. Then the date modified switches by 1 hour but the date taken doesn't change and remains the same. Modified dates for which are in autumn/winter did not reverse the time by 1 hour when the time is in EDT timezone. When going to EST, will the autumn/winter dates reverse by 1 hour as well ?1 1My next question is, is this actual expected

Please be informed that Eastern Standard Time (EST) is 5 hours behind UTC and it is not 4 hours behind.
Eastern Standard

Time (EST) when observing standard time (autumn/winter) are 5 hours behind UTC -5:00.

Eastern Daylight Time (EDT), when observing daylight time (spring/summer) is 4 hours behind
UTC -4:00

This issue may arise when the day light saving option is not turned on.

I suggest you to turn on the daylight saving and check if it helps.

• Type Change the date and time on the search bar.
• Turn on adjust for daylight saving automatically.

Adjust for daylight savings time automatically and modified file dates file explorer

So DST just changed Sunday morning. Had a user notice a modified date and time on a file jumped ahead an hour. File created on 11/5 at 4:20 now appears with time of 5:20 in the file explorer. (even though time went back an hour). Started playing with time settings and when I turn "Adjust for daylight savings time automatically" off, the time then reflects the 4:20 mod time. If you use cmd prompt, no matter how the Adjust for daylight savings time automatically is set, the time is correct at 4:20. I checked this on a Win7 pro sp1 box and the same thing happens with the time modified in explorer. Checked this on an XP box, the date does not change with the Adjust for daylight savings time automatically set one way or the other. Anyone understand how and why on this?
