Windows 10: Edge debilitated by "Group or resource not in correct state" Pls HELP

After recent UPDATES of my Win10 (on a capacious DELL desktop) there started persistently appear "The group or resource is not in the correct state to perform the requested operation" with an "OK" button.


At the same time most actions in the Internet Explorer became SLUGGISH and somehow unwilling to respond to my mouse. For example I need now to click MANY TIMES the edge taskbar icon to let it open on the desktop. Attempts to change the mouse sensitivity did not help.


Please HELP me with this problem

Are yous seeing this message when trying to access/open Windows Defender interface? Or....

The group or resource is not in the correct state and Element not found

I installed the latest build of Windows 10 on my laptop and now when I click on Settings the window does not open, when I click on the browser, I get "The group or resource is not in the correct state" and "Element not found".

Thanks for any help.
