Windows 10: Electromagnetic interference effect when using capture card in Win10

I've been using a capture card for the purpose of making backups of some of my older VHS tapes. However, I've encountered an issue when using this capture card on Windows 10. It displays color and audio fine, but there is an odd, rather annoying electromagnetic interference effect that affects the picture that doesn't show up on my Windows 7 computer.

Having issues with the new update and capture card

To understand the issue better, I would like to know do ‘’when you say update’’ do you refer to November update (Windows 10 Version 1511)?

Let’s try simple troubleshooting steps and check if this helps in resolving the issue. I recommend you to uninstall/reinstall the capture card driver and check. Follow the below steps:

• 
  Press Windows key + X and click on
  Device manager.
  
• 
  Locate for the device (Capture card) and click on it to expand.
  
• 
  Right click on the device and click on
  uninstall.
  

Go to the capture card manufacturer website, download and install the latest capture card driver.

I am searching for a capture card for HD video editing.

I wanted the Pinnacle MovieBoard 700 Plus, but it's out of stock till Mid September.

Speaker Interference?

same with my logitech surround system. i noticed it happens mostly when I turn lamps on and off. maybe a surge in the circuit or something, or electromagnetic interference. idk.
