Windows 10: eLicenser Control cannot be installed?

Hey I've been trying to download the eLincenser (Windows 10) for 2 days to activate Cubase. However, I get an error message during installation (see picture). Can someone tell me how to fix it?

could someone please list the steps they follow to install windows with a dual core processor and windows xp service pack to. I'm reletively new to amd dual core and i feel i'm missing a step. All help will be appreciated. thanx

Most of the most common problems related to the USB-eLicenser (dongle, officially called Steinberg Key), Soft-eLicenser and/or the license are due to an outdated or damaged installation of the eLicenser Control Center.

Therefore, if a USB-eLicenser or a specific license is not recognized or error messages related to the license appear when you start your Steinberg software, the first thing you should do is download and install the latest version of the eLicenser Control Center.
In case the installation fails, try to run the installation again after disconnecting the USB-eLicenser.

In this case, uncheck or delete the download of your equipment, verify that it is not or is not in the download history. Once this is done, download directly from the official product page and proceed to install it on your equipment, remember to have your equipment
duly updated, many times the lack of updating of the equipment can provide download errors in this case.

Since none of the troubleshooting steps here worked, I'd suggest you do a Clean install.
