Windows 10: Emergency help with infected laptop

My computer got a virus last year I clicked a downloaded file and got sent to a site and I exited out fast forward early 2022 I go back to using my computer then one day while I'm using it my cursor started moving and my mic was being accessed I shutted down my computer and a few months later I factory reseted in now I can barely access anything on my computer when I try to search on the start menu no words come up if I press a t a app with the letter t will be high lighted I can't get to anything and it says my it administrator doesn't allow access when I try to use windows defender please he

Just to confirm, is this the same thing that you tried on your phone, in order to turn off Amber Alerts?

• Open Settings.
• Tap on System.
• Tap on Messaging.
• Tap on the Change emergency alert settings link.
• Turn on or off the emergency alerts you want.

Let us know if this was the same thing that you tried.

We would also suggest to reset your phone after doing these steps to ensure that the changes on your phone's settings will be refreshed.

Simply press and hold the Power and Volume down button for 15 seconds and then release your hold afterwards.

I was hoping someone could give me a list of step by step instructions you use as a guide to clean virus, malware...etc. so I can keep my PC clean if it gets infected.
