Windows 10: Emoji in Outlook - Picker vs Ribbon Add-in

I know this is silly, but I'm hoping someone can explain the difference between the emoji picker [win + .] and the Outlook ribbon emoji add-in.

When I add emoji from the ribbon to an email, they show in color for me and people in my company, but are replaced with boxes on external emails. But when I add emoji from the picker to an email, they default to black and white, everywhere.

I've removed the ribbon add-in, thinking maybe that was interfering, but the picker emoji are all still plain B&W. And now I can't even get the add-in back LOL!

Any thoughts? Win10 + Outlook 2016.

Clipboard history & Emoji picker crashes

Running Windows 10 version 2004 build 19041.329, 32-bit.
Not so sure why this happened.

I've ran commands as below:

• sfc /scannow
• DISM.exe /Online /Cleanup-image /Scanhealth
• DISM.exe /Online /Cleanup-image /Restorehealth
• DISM.exe /online /cleanup-image /startcomponentcleanup
• Repair-WindowsImage -Online -RestoreHealth
• Get-AppXPackage -AllUsers | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"}

Emoji picker doesn't show anything when running it either by 'WIN+." or "WIN+;"
Clipboard history shows as below.

Emoji Picker ( Win+. or Win+; ) No Longer Works

After the latest big update from Windows, I noticed that my Emoji Picker Window (the window that you can pull up when pressing the Windows key + the period or semicolon key) no longer comes up.

I tried searching online to why this doesn't work, and how to fix it, etc, yet all I found is that this feature is limited to the US English language, in which I already have set up correctly, since I live in California.

I even tried enabling the "Show keyboard buttons" option in the Taskbar (refer to the picture below). When I press an emoji (using this method) it still doesn't show up. The only way I can use emojis is if I go to, for example: Get Emoji — All Emojis to ✂️ Copy and Paste
and copy/paste the emojis from there.
