Windows 10: Emoji Panel not working after specific action

My emoji panel works normally in discord, notepad etc with both English and Chinese Keyboard. But after I switched to Chinese Keyboard and typed some Chinese words in some application Soulworker etc the Emoji Panel is not responding, including discord and notepad. However I can use the Emoji Panel in Soulwoker with English keyboard and Chinese keyboard before typing any Chinese character. All I can do is kill the ctfmon.exe and restart it, but the Emoji panel will not working again if I type Chinese character in Soulwoker.I am using Chinese Simplified PinYin and EnglishHKSAR, I had tried t

Win10 Emoji Panel Won't Open

Anyway,

I'm running the latest version of win 10 and the emoji panel will not open,
using either *Start+ ., or *Start + ; key's.

I've done a system file check and no integrity violations were found.

Is there a know service, that needs to be turned on/running for this to work?
Or maybe there's a setting I've overlooked, or perhaps turned off?

Any suggestion on how to correct this issue, would be greatly appreciated.

As a side note:
The emoji panel use to open as intended, but now it doesn't.
It also did not function, prior to the latest August 14, 2018 - KB4343909 (OS Build 17134.228) update.

How to fix emoji keyboard not showing up using shortcut

This issue is often caused by a corrupted or missing data file. To better isolate if this is a user profile specific or an emerging issue, we suggest that you create a new user profile and try to use the same keyboard shortcut to get the emoji keyboard to
show up. Here's the link for the steps on how to:
Set up accounts.

In the meantime, we'll give you the steps for a workaround to access the emojis. Here are the steps:

• Right-click on the Taskbar.
• Select the Show touch keyboard button option and a keyboard icon will show up on your
  Taskbar.
  
• Click the keyboard icon and select the emoji button.
