Windows 10: Enable Sign In Wallpaper

I remember changing something to do it on my "old" Win 10 install, and it shows a random background picture on the log in screen. My new (dual boot) clean Win 10 install (latest version) still has the blurred screen. I have the Spollight enabled in the Lock Screen and I ran Brink's utility to enable it but its still showing the blurred screen.

What else do I need to do to enable the random pictures?

Setting default users lets you specify the wallpaper on user's desktops and prevents other users from changing the image or its presentation. You can check these steps on how to set wallpapers from all users:

• Type run on the search bar and press Enter.
• On the window, type gpedit.msc and click OK.
• Locate and click Administrative Templates.
• Select Desktop > Desktop > Desktop Wallpaper.
• Tick Enabled, and name your wallpaper.
• Select Apply and click OK.

Windows 10 spotlight lock screen wallpaper is not present in sign in screen. Plz. Let me know the remedy
