Windows 10: Enabled Safe Mode using MSConfig, but now it boots to black screen

As the title says, I needed to reboot in safe mode using MSConfig, but upon trying to reboot, I now just get a black screen. The hotkey for entering bios during startup is F12 since this is a Dell, but it does nothing now. I made a recovery USB from another windows 10 machine and plugged it into every USB port the machine has, but at bootup it's always ignored. I tried forcing a restart three times to force it into whatever advanced mode people talk about on these forums, and it did nothing. Just a black screen staring at me with a smug look on its face.Any thoughts?

  Press Windows key + R
  
• 
  Type msconfig
  
• 
  In msconfig > Boot tab >
  Boot Options > uncheck Safe Boot > APPLY / OK.

Black screen after restarting for safe mode

I am getting black screen with underscrore(not blinking) after restarting for booting into safe mode.

I turn on safe mode through run->msconfig.

But after clicking on the restart button i am getting black screen with underscore even that boot up window is not showing.i can not get into the advanced mode also .

So can anyone tell me how can i turn off safe mode?

I'm using Windows 10. I noticed that the color in screens have more greens and seems lacking some yellow tones or reds.

Following the computer advise. I pressed the winlogo +r, then type msconfig, then in new box click boot/ safe mode/manual then click restart. Then the screen went black and won't receive signal anymore even after several switch-off and starts.

Can you help me?
