Windows 10: Encoding Options in WS 2019

Ive run into a weird thing in Windows Server 2019, when I look at the encoding options in NotePad, it only shows one option for UTF-8, when i save a file using that, its adding the BOM. On my laptop, if i look in the same place, i see two options instead, UTF-8 With BOM and UTF-8. If i try and save with the same selection as on WS19, it does not create the BOM.Why is WS19 creating a BOM when its clearly not selected as in Windows 10/11? Furthermore, how do i enable that option without affecting the system? Trying to automate a procedure in SSIS, when i run the package from my desktop, it does

Can't delete $Windows.~WS

Hi,

This folder is created by Windows, during the upgrade process and you may delete this folder.

Some times this will create an error when trying to delete this folder and I suggest you to restart the computer, sign in with Administrator account and follow the below steps again:

Right-click on Start button to open the Win X Menu. Select Command Prompt (Admin).

Now copy-paste the following and hit Enter to delete the contents of $Windows.~WS directory

takeown /F C:\$Windows.~WS\* /R /A

icacls C:\$Windows.~WS\*.* /T /grant administrators:F

rmdir /S /Q C:\$Windows.~WS\

Batch encoding using Handbrake

So I am trying to use Handbreak encoder to encode an enormous amount of videos , but the problem is I need to set all loaded files to a certain global encoding setting , yet the problem I face is that settings apply to only first file loaded , another problem is that whenever I run the queue (batch) it just keeps encoding first file only .

So what are the right steps to what i am trying to achieve ? Like how do i convince it for example to encode multiple files to a specific resolution , filter and bite rates and work on all queue ?
