Endless loop when restarting as Administrator - considering rebuild

I originally had a problem with the audio, getting a scratchy sound, and after finding a possible solution (here, ironically) that said to do something in Device Manager, I attempted to restart as Administrator, but trying that I get an endless loop:

    - "Preparing Windows"

    - blank screen

    - "Please Wait For The Local session Manager" (quickly)

    REPEAT

So I was forced to do a hard power off, and by going into Safe Mode, I was able to restart as the non-Administrator. It seemed to be impossible for me to access Control Panel in Safe Mode. Trying again as Administrator had the same result.

Looking at the Notifications, I see:

"KB3206632 Cumulative Update for Windows 10 Update 1607 for x64 Failed to Install"

I have been having a few quirky issues that I have not been able to get resolved, most notably the fact that some keys typically don't work, but in Google Earth they always seem to work, which indicated to me that it is a hardware/driver issue; however, I have tried updating the drivers from the manufacturer HP, and when I do so, the problem is solved for a few minutes, but then it goes bad again, and I've just given up using those keys, which is a PITA.

I'm considering doing a complete rebuild of my system, including repartioning so that I get rid of this stupid HP partition that the driver software set up, that HP help has told me I cannot get rid of without repartioning, so maybe it is time to just do this. I plan to use a stick drive with some Linux tools that has worked for me in the past with this system when I went from the crappy Windows 8 to Windows 7 (since upgraded to Windows 10 of course). I've got an x64 Windows 10 installation package (I downloaded it somehow) that has 100 folders, 958 files @ 4,092,054,113 bytes, that I presume will work that I will boot up from a stick drive. I suppose if that doesn't work, I am entitled to download the original OEM distribution Windows 8 if that earlier Windows 7 or the new Windows 10 distributions don't work. I wonder if since I have already upgraded from Windows 7 (at the time), I am registered so that I could updated to Windows 10 without paying, which I certainly will not do.

Anyway, I welcome any comments. I am preparing by doing a thorough backup of my stuff, so this won't happen for a day or two.

    :)

We couldn't finish installing updates (KB4074588), error 0x80070bc2

Whay about when your system goes into an endless loop of 'We couldn't complete the changes', 'getting windows ready ', restart. How do I get the system out of this endless garbage.

  3. start menu not working

Cannot get to the task manager. I am now in an endless loop that says your PC did not start correctly. My choices are 2. Restart (leads to endless loop again) or Advanced Options. Is there anything I can do under advanced options?

If you want to re-install make sure you backed up all your data.

To make a usb install memory stick you should really use the following link & make sure you have at least 8gb stick with no data on it as this will be wiped & the creation tool will save the correct vesion to your usb if you have not done it already ? - click link then scroll down a little to Windows Media Creation:

    Windows 10

For some reason, I have had problems with that creation tool in the past; I shall try it again.

As for backing up data, I keep all my stuff in top-level directories in C: and will absolutely make sure that they are triple backed up. I also have a top-level directory for any apps that I install and so that it is not an issue, although it typically takes a while for me to get everyone of them re-installed aside from the super important ones that get installed immediately, and have such a top-level directory for my Torrent stuff (I really need to give up on those that are stuck), and have a single directory in Desktop for easily accessible stuff. I also backup the Firefox profile in AppData/Roaming in my non-administrator User directory. I can't think of anything else I need to backup.

Yes, it was a while back; perhaps Microsoft has fixed that bug by now.

You gonna need to use an optical drive to use this bootable software:

Bootable Partition Manager| MiniTool Partition Wizard Bootable Edition

make sure you choose the 32-Bit version as I can not get the 64-Bit version working on my PC for some reason.....

You are gonna need to delete all partitions then wipe by adding 0's across the whole drive to secure delete all data since you download torrents you may be infected if you are have problems, so you may need another pc to connect the hard drive to for proper deletion.
