Windows 10: English UK language keeps self-installing - Windows 10 build 1803

I use 2 languages on my PC: English US and Bulgarian. Nevertheless English UK keyboard keeps installing itself and it's very annoying because I need to press Alt+Shift twice to switch to Bulgarian. English UK doesn't even show in the Region & Language panel but shows in the taskbar, please check below:





English UK is also not installed as an alternative keyboard:





The only way to get rid of it is to install English UK language pack and remove it afterwards but I did it at least 5 times and it continues to install itself after some time.

I downloaded the ISO using the Media Creation tool of Windows 10, booted my system with it but at the Language and Country selection screen (the very first one) I can see only one country "Cestina (Ceska Republika)" . Similarly in language drop-down, English is not listed, neither are US or UK listed as countries. What do I do? Please help.

What I hate more with latest Windows is the stupid localization of apps and features based on your location. Basically, if you want Windows in English and you have currency, date, time and all that crap set for your country (outside UK and US) you'll have half the OS in English and other half (tiles, integrated apps etc) in bloody native language. And this is really pissing me off because it looks horrendously ugly.

I only had language selection issues with Windows 8.1 tablet purchased from Germany. It came pre-configured with German language and due to bug in Windows, I was unable to install English no matter what. I had to hack it using manually downloaded language pack and import it using cmd. It later got fixed by an update, but it was still annoying considering my understanding of German is quite rusty...

Personally, I never bothered getting Windows official way. I always checked torrent sites for "untouched" versions of Windows. Meaning it's an ISO image from 3rd party source that hasn't been pre-cracked or pre-patched in any way. You can also check the hash of downloaded image to be sure (usually found on MSDN pages). I suggest you do it this way. Just grab Win7 64bit Ultimate English from some torrent site and check the hash to be sure it's really unmodified and clean.

 

After the latest update, the system language is UK English, with no option to change it.

So far, the system language of my Windows 10 copy was US English. After the last update, the system language -and the keyboard- changed to UK English. The option to remove it and replace it with another language and keyboard will not work.

I tried installing US International keyboard and removing the UK English keyboard and it worked for 10 minutes. After that, the UK English keyboard reappeared.

Since I am used to working with US English, suddenly using UK English keyboard -without having chosen to- is very inconvenient. Are there any suggestions for re-installing US English language and keyboard and removing UK English from my system?
