Windows 10: entering pin will say your device offline win 11

so i turn off my internet in my win 11 pc and then shut it down. after that i turn it on my pc again and try to log in with pin key it says my device is offline, i tried to enter safe mode to delete password or whole account but i still cant get past the pin key section

PIN on Windows 10 when offline

I added my Microsoft account to Windows 10 and then set up a 4 digit pin to unlock the laptop. I usually remain offline and when i enter the pin it says enter the password last used as the device is offline. Then when i enter the password it unlocks.

But i want to use the PIN even when I'm offline. Any way to do this?
