Windows 10: Epson ScanSmart Software will not launch after Windows 2023-08 Cumulative Update for...

I have an Epson ES-400 II Scanner that only runs with Epson ScanSmart Software. The last time I used the ScanSmart software was the night before my computer updated to 2023-08 Cumulative Update for Windows 11 Version 22H2 for x64-based Systems KB5029263 and 2023-08 Cumulative Update for .NET Framework 3.5 and 4.8.1 for Windows 11, version 22H2 for x64 KB5028948 on 8/11/2023. The ScanSmart Software ran with no issues. Now it is the next day and when I attempt to launch the ScanSmart software it will not open at all. I There are no error messages it just wont open. I tried to update to 2023-08 Cumulative Update for Windows 11 Version 22H2 for x64-based Systems (KB5029263) but it keeps failing with a error code 0x0070002

 

2023-05 Cumulative Update KB5026361 update failure 0x800f0831

Usual fix for that is an in-place upgrade repair install which keeps all progs and data like any 'upgrade' procedure.

I seem to recall that was suggested in your previous thread.
