Windows 10 Insider Preview 17025.1000 (rs_prerelease) - Erreur 0x80096004

Hello,

I'm on an older Lenovo Yoga with a clean install of Win 10, which I updated to Insider Preview over the holidays. This may be complicated a bit by living in France, running updater in France, while I did the Insider update when back in the US on vacation...

So I get the error above when updating to the 17025.1000 prerelease; it downloads but doesn't install (obviously). The machine doesn't get to the reboot loop I've seen elsewhere. After running the troubleshooter it tries to "apply the correction" of running
the downloaded update - but on verifying the download, it lists Problems Found: top error "detected" was a database error of the Windows Update was detected (en français, Erreur de base de données Windows Update potentielle détectée).

There seems to be some issue veryfing the downloaded update against the internal lists; the problem resolution report says it's linked with BITS service, and suggests running NET HELPMSG 2182 for more help, resulting in

The requested service has already been started.

(actually: "Le service demandé a déj été démarré.")

I don't find this addressed, but I may not be searching on the exact right terms based on OS language differences (erreur vs error, etc). What am I missing?
