Windows 10: error 0x80070003

I've been trying too download chrome off of Microsoft edge but every time I download the start up for chrome, the file gives me the error code 0x80070003. any help or ideas? I have swapped the SSD SATA cable twice and unplugged and plugged it back in... this problem is also making my PC slower and sometimes it wont restart and shut down correctly and then I have too manually shut my pc down with the button. pls help

can't fix error 0x80070003

Hello,
I've upgraded 2 days ago and started receiving error code 0x80070003. I found instructions to fix the error. The first step is to run cmd as Admin, but it won't run as Admin - nothing happens. I can run with reduced privileges, but not as admin. I don't know if anything else is affected. Why is it not letting me run as Admin, and how can I fix it?
