Windows 10: Error 0x80070005 for windows 11 download

I have windows 10 version 22H2 installed and want to download and install windows 11. The windows update gives an error message see image. I was logged in as administrator.

Trying to download windows 10 to a media device (USB) for installation on another PC and keep getting this error. Am wondering if I should be following the steps suggested for error code: 0x80070005-0xA0019 ?

Any assistance would be greatly appreciated.
