Windows 10: Error 0x80070005

I have a laptop with a very small disk space so I want to save apps to an SD drive. To install some windows 10 updates I had to have the laptop reset to original settings and I now can't use the windows settings to Change where content is saved for "New apps will be saved to". When I try this I get error code 0x80070005. There is a folder that had windows app files on it from before the laptop was reset but I can't delete this even though I'm signed in with the same microsoft account. I've tried asking MS help but they were unable to do anything
