Windows 10: Error 0x80070015 "Can't get to your local storage right now", while trying to open an mp3...

I suddenly got this problem after starting up my pc again. Before everything was working perfectly. I can't open any mp3 or mp4 files and I get the same error, being the 0x80070015 "We couldn't open [file name] as we can't get to your local storage right now. Wait a bit, then try again.". I also have problems with third party apps, like Spotify not being able to play or load? songs. I can also not play any audio on my browser on a site like YouTube, although the video shows perfectly fine.I have tried lots of stuff. Restarting my computer, checked for updates and downloaded them, setting up

Delivery Optimization is off and those registry keys don't exist.
I downloaded Windows Repair 2018 from tweaking.com. I'm not sure I have the right tool.
Item #17 is Repair CD/DVD missing/not working.
Item #26 is Set Windows Services to default Startup.
Were those item numbers the exact items you want me to run or just random numbers off the top of your head? Also, does that need to run in safe mode as the program tells you when it starts up?
The Windows Update MiniTool failed to install updates with the same error. (0x80070015)
There was a different error listed on the overall updated Failed list. 0x80240022)

Thanks for your reply!

I followed your instructions but the update doesn´t seem to be in the catalog.

A few of the other updates were (which lead to more updates that needed to be manually installed) but all in all it's still not updating as it should.

This is what I've still got wanting to be updated:

• Feature update to Windows 10, version 1903 -Error 0x80070015
• 2019-10 Update for Windows 10 Version 1803 for x64-based Systems (KB4023814) -Error 0x80070015
• Security Intelligence Update for Windows Defender Antivirus - KB2267602 (Version 1.305.3192.0) -Error 0x80070015

There's also two for a printer driver but that's not important at the time being.
