Windows 10: Error 0x8007007E trying to run MSFT troubleshooter

I posted a thread that got moved to Surface/SurfacePro/SurfacePro8/Install and Update entitled No Apps Install from Downloaded exe but I really think this is a Windows 11 issue because I can't even run the Microsoft Program Install and Uninstall Troubleshooter. Screenshots: On download I get this: This if I select KEEP it opens but I get this:The problem I really want to solve is to install apps on my new Surface Pro 8 but I can't even troubleshoot the issues!

Fix printer problems.

Tried the suggested DISM with following errors
