Windows 10: error 0x80070091

I have tried to delete the windows.old folder to make a little space available. It won't delete even tho I have tried changing the name os the folder, attempted to delete it using Glary utilities, and attempted to change the ownership of the folder I'm a bit uncertain about this last one. Anyway, the folder won't delete. Is there a tool available to get this folder gone? I'm using Windows 10 Home on a pc. Anybody ????

Error code 0x80070091 normally indicates that the process to do system restore has failed or was not completed. Can you post back the steps you have performed to fix this error? Prior to this issue, were there any changes made in your computer? Was
there a recent update installed?

There are a number of suggestions to troubleshoot this error in the below article:

It suggests trying to rename the folder first, and if you can't do that then run Check Disk and restart Windows Explorer.

I did almost all the steps without " Fresh Installation of OS”, no luck. thank you anyway.
