Windows 10: Error 0x800700C1-0x40003 when installing Windows 10

I am trying to reinstall windows 10 on my computer after a PC Reset and I am getting this error message Error 0x800700C1-0x40003 during the install. Also, my search bar and start button doesn't work> Please help.

I have got the error 0x800700C1 and could not update KB3115259, KB3167685, KB3163018 & KB3149135 since a week ago. I tried both you two methods but the result was the same. I don't wish to follow hbja to go back to "Factory Setting". Can you help me sort
it out with other solutions?

While doing a repair installation I am encountering an error. Error code 0x800700C1 - 0x40003

Okay so my computer unexpectedly restarted on me and I ended up doing the usual chkdsk and sfc scannow to take care of any file corruption that had occurred. Chkdsk got some it but sfc scannow wasn't working and DISM didn't help no matter what I've tried.
So I used the Media Creation Tool to do a repair install. It did its thing but once it was done I encountered a problem. Some of the icons on the taskbar won't work and give me an error box with a red circle and white X on it. The box has explorer.exe in the
upper left corner and states "Class not registered". Obviously the repair install mucked up somewhere. However, if I try to run the Media Creation Tool I keep getting the Error code 0x800700C1 - 0x40003. If anyone can help and let me know what i can do to
fix the itwould be much appreciated.
