Windows 10: Error 0x80070424

I have a problem with my Dell laptop. So whenever I try to install anything from Microsoft Store it gives me error code: 0x80070424. I was also trying to install Microsoft .NET Framework 3.5 and it showed me the same error, same thing again when I try to check for Windows updates or install them.

How I fix error 0x80070424 while updating windows ?

I have facing error while updating windows 10 .

I tried all steps given by you in forum .

I went to services and then run all steps mentioned only " windows update " option is not available in services.

Please suggest alternative or again guide me steps to resolving

After starting all listed services, the windows update still gives me the same error (0x80070424). Downloading and executing the update gives me this error:
