Windows 10: Error 0x80070490: Chinese input won't download

the language pack and enhanced speech recognition downloads, but everything else will not download. I have tried restarting, using windows troubleshooter, running sfc /scannow then DISM /online /Cleanup-Image /ScanHealth then DISM /Online /Cleanup-Image /RestoreHealth in cmd, and toggled between the older and newer versions of the keyboard in the language settings. I use a Dell inspiration 16 Pluswindows edition: Windows 11 ProVersion 23H2

Unable to install Chinese traditional input pack, Windows 10 1803

1. Are these laptops connected to domain network? Yes
2. Do you get any error message or code when you try to install? It shows "Downloading Language Dictionary...(Thanks for waiting, and please connect to internet)".
3. Is the issue specific to Chinese Traditional input language? Yes, only for Chinese Traditional input.
