Windows 10: Error 0x80070522 when updating Windows OS to 1909

I am trying to update a user to 1909 and using the Windows Update Assistant because Windows Updater in system says he is up to date.


I make it through the downloads and everything, but when it starts to install it fails, and throws this 0x80070522 error.


I have done this:

SC config wuauserv start= auto
SC config bits start= auto
SC config cryptsvc start= auto
SC config trustedinstaller start= auto


I have done a regedit to the EnableLUA folder


I have changed permissions in File Explorer to everyone


I have deleted all the install files and tried again.


I have restarted the installer.


Please advise.
