Windows 10: Error 0x80070652 while using the Mircosoft 10 Update Assistant

Hi,My original update to 20H2 was hanging at 61%, I attempted the usual methods with the update assistant and other update tools. Nothing worked.I got the indication that my version of windows was about to not receive service updates, so I decided to give the update assistant another shot. It attempted to update to version 21H1.The attempt failed with error 0x80070652, indicating it is unwilling to update while update 20H2 is hanging. However, even after restarting my computer, it immediately attempts to update to 20H2 again, which hangs and prevents me from updating.I would appreciate assista

Anniversary to Creator update fails with 0x80070652?

So, I have a problem on 1 machine. With the upgrade assistant the update stops with error code 0x80070652

Running from usb drive from windows it looks okay and reboots a few times, but at the last step it just shuts off. After restarting theres a quick error I did not catch and it reverted to previous installation.

This is on a almost fresh install on a new intel nuc. Any ideas?

I installed the creators update on an old acer tablet (32 bit) and that worked just fine.
