Windows 10: Error 0x800706be running troubleshoot

I get error 0x800706be when i try to open windows update troubleshooter because i have problem with installing windows updates help please

Can't install update, getting 0x800706be error, and "troubleshooter" won't run.

I keep seeing post after post after post of the same 0x800706be error for a lot of people, and the only suggestion is to run the "troubleshooter", which usually just says there's nothing it can do, but in this case, it says it can't even run because it
is "restricted". (I'm getting the same "restricted" message when trying to run Computer Management about mmc.exe, which is part of the freaking operating system. How is it an untrustworthy app?!?! Why is it stopping things from running?) Is there any REAL
solution to this error?
