Windows 10: error 0x800711c7 on Windows 11

    Hello,I just bought a new computer with Windows 11 pre-installed. I've been trying to use the command prompt terminal, but it can't seem to work. Instead in prompts me an error called "[error 0x800711c7 when launching 'cmd.exe']". And when I access PowerShell, it does the same exact thing. Therefore, it hinders me from imputing any commands. It looks like this:What's wrong and are there any suggestions that can help resolve this issue? Thanks.

    Unable to upgrade windows 10 1803/1809 to 1903 0x800711C7 Error

    New Scenerio
    I clean installed win 10 build 1709, updated to 1809 and next updated to1909 and this is process has finished success.
    Next step was downgrade from 1909 to 1809 and turned on Windows Defender Application Control (knows as Device Guard) and I tried again update os. This operation finished failed ( error code 0x800711c7).
    Next step I turned off Device Gaurd and tried update again. Operation is failed, the error code is the same.

    I am 100% sure that the device guard function has an error, because once enabled, it is visible to Windows forever. This results in update errors and probably the entire domain environment will be reinstalled and reconfigured. For environments where hundreds of hosts work will be a challenge.
