Windows 10: Error 0x80242016 During Windows Update - Nothing Works

Hello - I have an HP laptop that I hadn't used in about 2 years so it missed all the updates. When I tried to use it again and update it says "Your device has reached the end of service". After confirming that it meets the requirements to update to the most recent version of Windows 10, I kept getting error 0x80242016 so I looked up and performed some solutions from online but continue to get the same error. I have installed windows 10 1903 by clean way and tried update operating system, but after all windows updates i have checked the update list and seen that pic



but it turned out already have installed that update in "installed updates"



So the main question is "do i need reinstall that update or it installed correct and everything is okay?"

0xC1900101 is a driver-related error. Please share your setup logs on your OneDrive.

• Open the "C:\$WINDOWS.~BT\Sources\" folder.
  
• Select the two folders, "Panther" and "Rollback" (if available).
  
• Right-click on the selection, click Send To → Compressed (zipped) folder. It offers to create a Zip folder on the desktop. Click Yes.
  
• Upload the zip file to OneDrive/Dropbox/WeTransfer.

I performed a clean installation of Windows 10, the current version. But I have the problem that the kb4515384 update cannot be installed with error 0x80242016. Do you know what caused this error?
