Windows 10: Error 0xc000012f

After powering off my laptop during a windows update, have had trouble installing and running programs. I get an error that states:"SystemSettingsAdminFlows.exe - Bad ImageC:\\Windows\System32\ieframe.dll is either not designed to run on Windows or it contains an error. Try installing the program again using the original installation media or contact your system administrator or the software vendor for support. Error status 0xc000012f." I am also unable to use the windows search bar as when I try to it won't load and it will disappear. This all happened after I turned off my laptop during a wi
