Windows 10: Error 0xc0000142

Was trying to download an app but I keep getting Error 0xc0000142, I tried almost all tutorials I can find from scanning cmd, editing registery, updating apps, disabling apps, etc. but I still end up with Error 0xc0000142, any help?

Error 0xc0000142.

I purchased a Dell Inspiron laptop that is 2 weeks old. I downloaded Macrium Reflect. When I tried to download a Rescue disk, I got error message 0xc0000142.

Is there a reliable fix for this?
