Windows 10: Error 0xC002001B when trying to install HVEC Video Extensions from Device Manufacturer

My system details are at the bottom. As the title says, the Microsoft Store app gives an error 0xC002001B when I try to install: ms-windows-store://pdp/?ProductId=9n4wgh0z6vhqfor the purpose of using/processing GoPro videos in RaceRender and other video tools.I have two other Windows 10 computers that can do this without installing the HEVC Extensions. It is a recently purchased June 2 computer with fresh install of Windows.OS Name: Microsoft Windows 10 Pro Version: 10.0.19044 Build 19044

HVEC Video Extension won't install

Hello, I recently bought the HVEC Video Extension so i could open files to edit a video on Adobe Premiere Pro for a customer. After many attempts and restarts whenever i click the button to install it doesnt work or open anything. Im fairly certain other
people have experienced the same problems, So im not sure if this is just my computer acting up or if it is a problem with the app. I have basically just been scammed.

Why is it no longer available? Does MS plan to make it available again? It was available up until about a month ago.

 

"HEVC Video Extensions from Device Manufacturer" installed on computer but missing from Microsoft Store list

I should add that Microsoft Store doesn't act as though I have "HVEC Video Extensions from Device Manufacturer" installed. When I ask for info about the app, Store doesn't say "This product is installed" in the description of the product, unlike other
apps I ask it about, which are are already installed on my machine.
