Windows 10: Error 0xC1900101-0x40017 during Windows 10 1809 upgrade attempts

I am running Windows 10, 1809 and I have tried roughly 10 times to update to both 1909 and 2004, each time the upgrade fails. I have tried upgrading
from a clean boot state, I do not have any extraneous usb devices connected. I have tried disabling antivirus and firewall then upgrading. I have tried
updating with both windows built in methods and by using the Media Creation Tool to create a boot / install Windows usb. I have also tried the
troubleshooting assistant and the update assistant. The only thing I have not tried and would like to avoid is a clean erase install.

I came across a recommendation to run SetupDiag.exe in various Microsoft forms and can confirm the error code is 0xC1900101-0x40017 The installation proceeds and then reverts via the "undoing changes made to your computer" I have searched for the error code and the one specific mention on microsofts website involves issues with citrix but citrix is not installed on my machine.

I am at wits end here trying to figure out how to update.

Windows 10 Update Error 0xC1900101 - 0x40017

I got rid of all my virus protection and I tried again, but now I have windows defender on there (built into Windows 10) I don't even know how it works on windows 7. I cant get rid of it and I tried installing windows 10 again, but no use.
