Windows 10: Error 1310 while installing drivers for a fingerprint reader

I'm trying to install a Digital Persona 4500 fingerprint reader on a Windows 11 PC, for this I need to install the sdk tool which comes with the drivers for it called "Digital Persona One Touch for Windows RTE" it NEEDS to be this installer because it's the one used by the service provider and the one that works on other computers already, I have already installed the same fingerprint reader in another 2 Windows 10 computers and 1 Windows 11 computer but this HP laptop and a Lenovo All in One PC give me the 1310 error in a dll file that need to be installed inside System32, after this error th

I suggest you to uninstall fingerprint reader software from the computer and reinstall it in compatibility mode and check. Follow the below steps

Step1: Uninstall fingerprint reader software.

    Press Windows key + X on the keyboard.
    
  • 
    Click on Control Panel
    
  • 
    Go to Programs and Features
    
  • 
    Right click your fingerprint reader software from the list and tap or click
    Uninstall.
    
  • 
    Reboot your machine
    

Step 2: If you have executable file of the corresponding driver, I suggest you to install the downloaded driver file in compatible mode. Follow the steps:

• 
  Right click on the driver, and click on Properties.
  
• 
  Go to the Compatibility tab.
  
• 
  Check the box for Run this program in compatibility mode for:
  
• 
  Select the version of Windows in the list of Operating systems.
  
• 
  Click OK.
  
• 
  Double-click the driver file to install the driver and follow the onscreen instructions.
  
• 
  Reboot your computer.

We understand the difficulties you are facing with the PC, while using the fingerprint reader.
We appreciate your effort in troubleshooting the issue and providing us the detailed information.

In this scenario you have already tried to install the Fingerprint utility driver in compatibility mode. We would suggest you to uninstall the biometric driver from the device manager and then install the

tc30609200e.exe driver. Steps to uninstall the driver completely.

1. Press Windows + X, select
   Device Manager.
   
2. Expand Keyboard device.
   
3. Right click on all the listed devices, then select
   Uninstall device.
   
4. Check the box beside Delete the driver software for this device.
   
5. Click Ok and use the installer to install the driver.

In addition we would also suggest you to enable
Windows Hello feature using Fingerprint Reader and check the Fingerprint login.

Instal stand alone Fingerprint Reader.

Thank you for posting your query in Microsoft Community.

I will assist you with this.

If you upgraded from a previous version of Windows or have an older fingerprint reader, your fingerprint reader might continue to work with Windows, but it won't be listed in Biometric Devices. In that case, you can try updating the driver. If you're using
fingerprint management software and you want to uninstall it to update it to a newer version, make sure you know your Windows password. You'll have to restart your computer and log on again after uninstalling the fingerprint management software.

If the drivers are not available for Windows 10 I suggest you to install it in compatibility mode and see if it helps.

To install in Compatibility Mode, follow these steps:

a. Locate the executable file (.exe file) for the driver installation program.

b. Right-click the file, and then click Properties.

c. In the Package Name Properties dialog box, click the
Compatibility tab.

d. Click to select the Run this program in compatibility mode for check box, click Windows 8 with which it is compatible with in the
Run this program in compatibility mode for list, and then click
OK.

e. Double-click the executable file to start the installation program.
