Windows 10: Error 1618 when installing programs.

I have been trying to install the EA App and every time I try, the installation either hangs or I receive error code: inst-14-1618. looking at the log files for the installation, the installer fails to access the Windows Installer tool.I have since tried the many fixes found online, but none of them seem to work. Is there anyway to fix this installation error?

Error 1618, unable to run Window's Update, install other programs

Help. I'm using Windows 10. Windows Update will not install, nor will other programs that need updates/installation. I am also unable to uninstall any programs due to Error 1618.

I checked task manager window, there were no other programs running, so nothing to "End Task".

As suggested from other help forums on this topic, I clicked on the Home --> Administrative Tool --> Services --> Windows Installer --> Properties --> I got stuck here, instructions say to change Startup Type from Manual to Disabled. However, the dropdown
menu is grey'd out, and cannot click on the dropdown menu to change setting to Disabled.

Any suggestions? I'm unable to update anti-virus software, Windows Updates, nor uninstall any programs. Very frustrated.

This is windows 7 user, trying to install Ovi Suite, but installation failed due to error msg: 1618.

How to solve this problem?
