Windows 10: Error 1723. There is a problem with this Windows Installer package. A DLL required for this...

Hey guys! I have recently not been able to open programmes on my PC so I contacted support and did a clean boot and have tried running apps as an administrator but come across this error message. Does anyone know how to fix it? Much appreciated!

Cannot download any credit card transactions from Bank of America or Chase. Get "Error 1723:There is a problem with this Windows Installer package. A DLL required for the install to complete could not be run. Contact your support personnel or package vendor.

Error 1723

Hi Robert,

The "Error 1723:There is a problem with this Windows Installer package. A DLL required for the install to complete could not be run. Contact your support personnel or package vendor" may occur if you are lacking a full control or access to your user account.
I highly recommend that you follow these steps on how to edit the permissions in your Windows TEMP folder to grant full access to your Windows user.

1. Press Windows logo + R and then type %temp% and press then
   Enter.
2. When Windows TEMP folder opens, click Properties.
3. Select Home and then click Properties.
4. On the Properties window, go to the Security tab then click Edit.
5. Select your Windows username and under the Allow column, put a check mark on Full Control.
6. Click OK twice.

Problems installing Hotsync 4.5, a required DLL is missing.

This is after a complete reinstall of Win XP on a HP Laptop,and downloading a fresh copy of HotSync ver 4.5.



Suggestions any one?? Thanks
