Windows 10: Error 1723 - There is a problem with Windows Installer package

Hi, I'm trying to install Horizon Client for Windows and get this error "There is a problem with this Windows Installer package. A DLL required for this install to complete could not be run. Contact your support personnel or package vendor. "What is the issue and how to fix it?

The "Error 1723:There is a problem with this Windows Installer package. A DLL required for the install to complete could not be run. Contact your support personnel or package vendor" may occur if you are lacking a full control or access to your user account.
I highly recommend that you follow these steps on how to edit the permissions in your Windows TEMP folder to grant full access to your Windows user.

1. Press Windows logo + R and then type %temp% and press then
   Enter.
2. When Windows TEMP folder opens, click Properties.
3. Select Home and then click Properties.
4. On the Properties window, go to the Security tab then click Edit.
5. Select your Windows username and under the Allow column, put a check mark on Full Control.
6. Click OK twice.
