Windows 10: Error 21 on my computer with Chrome and Windows 10

I seem to be getting Error 21 "network change detected " only on my computer with Chrome and Windows 10 mostly on netzero webmail . I don't get this problem with Edge browser on same computer. The best fix for me seems to be rebooting the router and this lasts for a few days then the problem reappears. I have tried all the other suggested solutions and I can't seem to get a permanent fix with Chrome browser on Windows 10. I never had this problem when I was using Chrome when I was running Windows 8.1 Any suggestions / Tks

9/21/16 Windows 10 Updates

My computer did a massive Windows 10 update on 9/21. Since then, I cannot access my computer's settings, and a few microsoft apps do not open- Calendar, Calculator, Camera, even windows explorer is giving me errors. My Chrome browser works fine though.

When I click the start button in the lower left corner of the screen, the choices are power, settings, file explorer. All work except the settings button.....

Is there a fix for this?

 

Windows 10 bug of setting the ZH-HK as the primary language

I found that the windows 10 has an issue. I have upgraded windows 10 from 1703 and 1709. My Language was using Hong Kong Chinese. After upgraded to 1709. I have ran "sfc /scannow". I have found that there are cbs.log display an error as following:

I have tried to new install the windows 10 1709 and run "sfc /scannow" again it still display this error.

Any advice for it?
