Windows 10: Error 5 Access Denied pops up when trying to instal a program

Everytime i try to install this program i get this message

• Are you logged in as the administrator?

An "Access Denied" error message can occur for one or more of the following reasons:

• The folder ownership has changed.
• You do not have the appropriate permissions.

Windows will not install programs I download. Error 5: Access denied

Can't download anything or reload programs. i get a error 5: access denied. then my windows installer is always of, set to manual, and even if I start it still no installing allowed, what is going on...please help me! I am at wits end.
