Windows 10: Error 633 (Modem (or other connected device) in use, or not configured properly.

We are using an AZURE VPN connection on a Surface Pro laptop running Windows 10 Enterprise and we are receiving the following error:


The modem (or other connected device) is already in use or is not configured properly. (Error 633)

This laptop is plugged into the Microsoft docking station and the Ethernet cable is connected to that. I have tried connecting to our VPN using wireless and wired. We are not using a dial up modem (people still do that?)


I also removed and reinstalled the VPN client and the certificate. Still getting the same error.


This problem is intermittent. It works great for all our other users and it even works for this user most of the time.



Any help would be greatly appreciated.

Error 633: The modem or connecting device is already in use or is not configured properly

Hello,

This error message usually appears when you are connecting to the Internet using a dial-up modem. Also,

this error may occur if the communication (COM) port used by the modem has been reserved by another software program, or if multiple Internet connections have been set up. As an initial troubleshooting step, you can uninstall and reinstall the modem driver.
Check out the steps below:

• Press Windows key + R on your keyboard.
  
• On the run command box, type devmgmt.msc, and then hit Enter.
  
• Expand Modems driver. (If Modems is not available from the list, check the Modem driver on Network Adapter driver.)
  
• Right-click on the modem name and then click Uninstall.
  
• Click OK.
  
• Restart your computer. The Modem driver will automatically reinstall after the restart.
