Windows 10: Error Any Stored Image I Click Becomes Display Background

So annoying. I think this started happening when I upgraded to Windows 11. Any time I click to open a save image instead of opening it becomes my display background I just want to open image to view or use. Instead it replace my screen background and I then have to right click on the screen and click personalize to change it back. Why can't I just click the image file name and have the image open like it used to?

In order to help you better, could you please confirm a couple of things.

• Have you made any changes on the computer prior to the issue?
• Are you referring to desktop background image or lock screen image?

I suggest you to follow the below steps to change the background picture and check if it helps.

• In the search type as ‘Settings’ and click on it.
• Select ‘Personalization’, under ‘Background’ option select as ‘Picture’.
• Under ‘Choose your picture’ select any picture accordingly or you can browse the picture from your computer.

Inconsistant lock screen image

Hmm. If the first step in that procedure
1 If you haven't already, make sure that the Microsoft Edge (only if listed), Microsoft Store, and Settings apps are turned on in background apps so they can run in the background for Windows Spotlight images. (see screenshot below)
is really required, I'll stick with the broken function. I want nothing to do with either Edge or Microsoft Store (and would uninstall them if I could). The background picture I want displayed is a .JPG file in Pictures folder. It shouldn't need Edge and certainly does not need Microsoft Store to display it.

Since the automatic troubleshooter couldn't identify the issue, we suggest clearing the Windows Store cache by following these steps:

• Press the Windows Key + Q to display the Search and type
  WSRESET.
• In the Results, click wsreset to reset the
  Store Cache.
• The Windows Store will open and confirm that the cache has been cleared.
