Windows 10: Error Code 0x8000ffff for Windows 10 version 1909

I have been trying to update Windows on my new PC but these two updates won't install. Each time I try to retry these installations, the same errors pop up. I have also tried troubleshooting the updates and the only advice I would get is to restart my PC. I have done this many times with no improvements. The two updates are 2020-02 Cumulative Update for .NET Framework 3.5 and 4.8 for Windows 10 Version 1909 for x64 and 2020-04 Cumulative Update for Windows 10 Version 1909 for x64-based Systems. If anyone can help, then a big thank you to you.

How do I fix Error 0x8000ffff for update version 1909? How can i completely disable the MS Store and cast it into the realm it belongs??
