Windows 10: Error code: 0x80070003. Any advice how can I fix it?

My laptop is currently running Windows 10 and is eligible to upgrade to Windows 11; every time I download Windows 11, it fails and gives me this Error code: 0x80070003. Any advice on how can I fix it? Thanks in advance

Hello,
I've upgraded 2 days ago and started receiving error code 0x80070003. I found instructions to fix the error. The first step is to run cmd as Admin, but it won't run as Admin - nothing happens. I can run with reduced privileges, but not as admin. I don't know if anything else is affected. Why is it not letting me run as Admin, and how can I fix it?
