Windows 10: Error code 0x8007003 when I try to change where new apps are installed

Hello, I've recently bought an SSD and installed win10 on it. After that I've reformated my HDD and I'm currently using it for games and apps. I wanted to change where my new apps are installed from the Micosoft Store and I get this error. I think something is wrong with my permissions on the HDD. I've changed the owner to me using my live account and gave myself full permission to the drive, but still to no results. I've read some other posts and it said to delete the WindowsApps folder from my drive which I did but still I get the error.

Error 0x8007003 Windows 10 App Store

I can't install any apps from the app store including updates. I keep getting error code 0x8007003 in Windows 10. The placeholders where the apps used to be have weird writing now. For example, where my Microsoft Calculator app used to be it now says

"@{Microsoft.WindowsCalculator_10.1511.24020.0_x64_8wekyb3d8bbwe?ms-resource://Microsoft.WindowsCalculator/Resources/AppName}"

I've done all the system updates I can do but can't update apps anymore. All the suggestions I'm finding on the internet pertain to Windows 8 or older. I've tried them but they do not resolve the issue. I created a new user account and was able to install
them there with no issues but not on my admin account. I just did a full Windows 10 reinstall a couple weeks ago and did all the updates but it's been like this since. Anyone suggestions?

And- ah- have you contacted MS support as suggested and what did they say?

And have you researched the error code?
E.g.
error code 0x8007002 and 0x8007003 - Microsoft Community
