Windows 10: Error Code 0x800706be partially resolved

After updating Windows 10 Pro to build 1906 18363.476, I have been unable to access other Windows based machines with RDP enabled. I've done the registry cleaners; I've done the reset of policy's to cleanup Windows 10 update and nothing worked until a test of yesterday.

I always make sure my desktops have an alternative administrative account on them because I have experienced some strange things with Windows 10 and need a way to override. Luckily, signing on to the admin account and executing RDP, I was able to access remote computers. I went back to my primary account which also is an administrator and I could not successfully execute RDP. I created a 3rd account on this computer as an administrator, executed RDP and was successful. Just to make sure the user doesn’t have to be an administrator I created a 4th user on this machine as a standard user with successful RDP access to remote computers.

I'm still not sure why my primary account can't successfully access RDP remote computers, but this is a work around that partially solves the 0x800706be problem on a Windows 10 Pro device. I highly suggest the additional new user have admin rights because dragging info from an RDP remote computer would require access to folders to place data in the correct directories.

I also ran Windows Update under the new accounts and have a successful installation. My primary account continues to not be able connect RDP.

Using a surface book, bought it a year ago and it worked until a few days ago the facial recognition failed​ with error code 0xA00F4246(0x800706BE).
