Windows 10: Error code 0xc101a3ff

I "rented" a movie from the microsoft store on my PC last night, and after 2 hours with support I ended up with this error code 0xc101a3ff. No one in support could fix it, so I requested a refund because this is like renting a movie from blockbuster and they give the box with no DVD in it. They forwarded me to XBOX support who denied by request because I have reached the maximum number of refunds, which is RIDICULOUS considering this is my first purchase ever through the microsoft store AND I don't even OWN an XBOX. I learned through my two hours with support that this is a licensing issue, so
