Windows 10: Error code -1073741521

So basically, I cannot run any .exe files and for some reason, cannot do any administrator stuff, even though it says I have administrator privilages. I have tried everything, from an SFC scan to checking the disk via windows safe mode command prompt. I even tried resetting my computer, but every time I try to do that through windows safe mode it always says that something went wrong. Whenever I try to reset my PC through settings, it just pops up for a second and then closes itself along with settings. I've had this laptop for about 10 months, and I've never had any problems like this one. I have tried to make a local account, and that didn't work, and I have tried to add new accounts, but whenever I try to do that the same thing happens where it opens for a second, then closes itself. I've tried disabling UAC, but I need admin privilages to do that.

That might work if all system programs didn't result in file sys error -1073741521; as does rstrui.

 

BIOS error codes

So I have motherboard with installed small LED screen, which presents BIOS error codes.

Where can I find a list of those errors. And I don't mean beep codes, but the "number" codes.

Ex after installing sound card, the motherboard startup fails with the code 15.

Sir,

Because of this File system error (-1073741521) I cannot install any aplication on my pc . Even when I tried to run windows creation tool it showed same error.

Please help me
