Windows 10: Error Code: 80070013 Crippled laptop performance and no access to programs and files

Hello all hope all is well .I am facing a rather serious issue at the moment and would like some assistance. SO when my laptop boots up it was rather sluggish and when it finally logs in all I say was an error that says "Windows created a temporary paging file.". HOWEVER, thats the only window I can interact with I cant see any of the programs everything is blank, I cant see any of the files on desktop the only thing I can do is press control- alt - delete but even then task manager wont start. So then afterwards I wanted to boot in safe mode. I then followed all the using Shift Restart but after selecting the relevant stuff it booted up normally. Then i said okay, i tried the same thing again and tried to open CMD after doing the shift restart but when I clicked CMD one error came up that said Error Code: 80070013 I tried to search about this code and resolve it but im not getting any results. Please I really need this laptop as there is one important file on it that i need to extract that wasnt backed up.

Ok i'm a soldier in Afghanistan! I brought my HD7 with me! I want the Mango update! but all I have is the MWR computers! ( one with admin privilege) I installed zune, got my phone to be recognized and update page said there is update! computer creates
back up but then errors out at the end of back up! error code 80070013 plus one of the many times ive tried it told me that the windows phone temp. file wasn't large enough or something like that! ( I had 93 GB free!) it didn't say that the last time I tried
though! I NEED HELP!!

• What file are you trying to open?

This issue is caused if the file is not associated with any of the application or program to open it.

If those files are the pictures as I can see that you are trying to access the picture folder. I suggest you to follow the below steps and check if the issue resolves.

• Right click on the file and select Open with.
• Select Photo App or Photo Gallery.
• Double click and check if you are able to open that file.
