Windows 10: Error: Couldn't download - virus scan failed message when trying to download a program

I'm trying to download a program and keep getting a "Couldn't download - virus scan failed message" I have deleted MacAfee, changed Windows defender/ firewall settings, nothing works?

Anytime I try to download something be a document or a program I get an error message: Failed, Virus scan failed. how to fix?

 

"virus scan failed" message when downloading

Every time I try to download anything from the Internet (pictures, pdfs, new software) it comes up with a message saying "virus scan failed". I have looked at my virus software and couldn't see any details about why downloads are blocked, nor could I find
any of my computer settings changed when I went through the Windows Attachment Manager. What should I do to sort this problem? Would temporarily stopping something with my McAfee virus software help?

I get this failed message every time I attempt to download anything (pictures, PDF's, documents, programs). I uninstalled my virus software (Mcaffee) and the problem still persists. I have looked and I don't see any other virus protection in the program
list. The issue is happening with Google Chrome and Internet Explorer.

The operating system is Windows 10 Home (64bit).

Please help!!!
